If a message is delivered via the MTA, and the MTA does not provide the timestamp, what is the timestamp of the message?

• Should "SHOULD" be replaced by "MUST"?
• Should the current time/date timestamp be used if the MTA does not provide a timestamp?
• Is there another option I'm not noticing?
